yes 12 litres per min a pump can draw from mains before you need approval.
an average 9.5kw electric shower will give 3.4 l/m at 35 degrees, 12l/m at 5 degrees.

if you have a combi boiler you can fit a mixer supplied of that and have balanced hot/cold pressure.
get your incoming mains pressure checked for pressure. is your kitchen sink tap...
try sticking it on 3 for 10 mins should get the air out.
or shut the system down and remove the centre nut and see if any air releases.
or poss could be bearing in pump starting to go.

is it not making a noise when the hw is on heating off ?
usallyif the pump is on it's last legs or air in the pump it will be noisey on hw and heating.
