so reading a little further......Table 54H tells me that the main equipotential should be >= 10mm^2.....so is it correct to assume that the earthing conductor should be >=16mm^2

two options as I see it : (i) you can call your supplier & tell them the seal is broken, request a re-seal or (ii) next time someone comes round to read your meter he will probably re-seal anycase if you mention it...I don't think there is much you need to worry about if you explain the seal was...
