    The glass in the fitting protects you, the glass in the OP's hand (if Iggifer's correct) is the remnants of a defective GU10/MR16 lamp. They do very occasionally just fall to bits. Those fittings are almost impossible to do a lamp swap without (partly at least) removing them from the ceiling.
