    OK but I would still think water is getting into the wall somehow. Without us knowing exactly the layout of the house or the surrounding ground/drainage, it's hard for us to say what it could be, but I do still think it is likely to be a rising damp issue rather than a condensation issue.

    My amateur view - You do not want to be cutting the handrail. You need to find a way to get the screw in, e.g. can you cover a large screwdriver in cloth, and then use that to lever open a gap between handrail and post so you can slide it in. (Not saying this is a good idea, but it's an idea).

    No, the rising damp would be uniform across the wall. However, where the wall is clear, the water can evaporate out of the wall, where you've covered it, it can't, so that's where you get the mould.

    My view - there are only two sources of water, either it's the underfloor heating leaking, or it's ground water coming up (if your floor sits on the ground and is not suspended). The likely answer is that any DPC in the floor was breached, so what was waterproof isn't now.

    Yes, from the level of mould you have, I would say something is causing your wall to get wet, either rising damp or a pipe leak. It is not being caused purely by condensation, the wall has to be getting wet and cold first I think.

    There's no harm in taping it. Gorilla tape is good. The only issue is over time it might fall off and you'll have to re-tape it, but that's not exactly a big issue.

    I would try looping/coiling it and tying the coils after the hose comes out of the machine, with the coils laid flat on the floor, then the hose goes up to the clip and standpipe.
