The thermal liner is good stuff but I agree with previous comments about difficulty in hanging it. It seems like a sledgehammer to crack a nut, in any case. If the walls are really rough then re-skimming would probably work out not much more expensive than the thermal liner. It's not cheap.

You could try something like WallRock Thermal Liner. It's pretty expensive but does make a difference and can be emulsioned directly or papered over with certain types of wallpaper. Make sure you use the Wallrock adhesive for the Thermal Liner though.

it has not been suggested that wallrock thermal liner is a match for 50mm of pir. of course its not. however, on this thread the liner has been dismissed as a waste of time by people that have likely never tried it. If you can make a difference with thermal liner without having to knock off...
