By the sound of things if your hot water takes that long to heat up and the boiler is making noises when you run the hot water I would say your heat exchanger is getting clogged up.

I would recommend option 3 looking at a 210ltr tank if you have room to fit it. As stated before check your pressure and flow rates to ensure combatable. Gaz

Sorry If i'm being stupid but why not just isolate the the towel rad and just use the electric element. Switch it on as and when required, you could even connect it to a timer. Gaz

Have you tryed bleeding the pump. Also if you put a screwdriver on the pump body and your ear to the handle you should be able to hear pump running. Gaz

What type of toilet have you got? If its a low level one (has an L shaped pipe connecting cistern to pan) theses can scale up in the pan inlet.
