This. Maybe whoever installed it meant to double up on the cores, giving 5mm², but didn't bother/someone made modifications somewhere along the line. OP, the cable runs directly into the MCB? Where's the neutral? :?

40 quid?! It's basically an extension lead! You'd be better off making up your own extension lead with an inline RCD. 'Camping' is broadly used nowadays; is this for a tent or a caravan?

Wants sorting ASAP in my opinion. The DNO (CE) aren't liable to provide and earth; but if one is supplied it is up to them to maintain it. When the cutout is changed it will be the engineer's decision whether or not he converts it to TNS/TNCS. A cup of tea and biscuits might help. ;)...
