As you can see the purlins our not set into the wall . So I would not remove the timbers because they are there for a reason , maybe to prevent roof spread. They is a way around it but would take a lot of work to be done.

Just remove old skirt and try and keep service flat and smove so new skirt will go on. don't worry if some chunks of wall come off with old skirt your new skirt is higher like you said so will be fine when wall is skimmed.

. I would remove old skirts if you are getting new ones . Let him skim your walls then attach new skirt and coving over the new skim and it will be a much better job when completed.
