    Get rid of any dust and prime floor with a mix of pva and water. 3 parts water to 1 part pva would do it. Wait until it dries then a couple of coats of your floor paint will do the trick

    It may be that the pine table had been preciously treated with something or had not been fully prepared ie lots of sanding etc. and therefore less porous. You say that the underneath is fine. Which backs up my point as this will more than likely not have been treated.
