and stay away from the steamer you may blow the plaster aswell

no chance of papering over this i would leave it on and give it a good painting if you take ot off you may find all sorts of problems underneath like cracks and also you may take some of the plaster off aswell when stripping it

try frogtape never lets the paint get near what you dont want it too!

where is the paint peeling is it just on the joints? if so rub down then just paint the joints first let dry then paint hole ceiling you dont need to mist coat as such but just add a little drop of water to help spread the paint as plasterboard is not like bare plaster which needs to be mist...
