Whatever you do don't do it yourself and pay a professional to do the work! Get the water company involved as they will more than likely own the manhole and need oversight as will building control.

@DevilDamo - just to add to this post that my plans got approved going right up to the boundary line for the first floor extension. I guess because there would be no terracing effect and the neighbours house is set back and angled in such a way that there is sufficient space.
