    paint on plaster

    I have steam stripped the wallpaper on some walls on a 1940s/50s flat to find a sort of orange coloured paint which is like a skin/paint on the walls. Some of it is coming off in pieces more of it is staying fixed. Any ideas on what exactly what is it and how best to remove it. Thanks, Col
