paint on plaster

I have steam stripped the wallpaper on some walls on a 1940s/50s flat to find a sort of orange coloured paint which is like a skin/paint on the walls. Some of it is coming off in pieces more of it is staying fixed.
Any ideas on what exactly what is it and how best to remove it.

To me it sounds like oil based gloss over oil based gloss. Though it could other paints aswell. Taking it off can be a nightmare, as it can damge plaster, resulting in getting a plasterer in. Is the paint of a flat or glossy finish ?
 
Could be Lincrusta glue too...

Does the stream stripper make it soft so you can scrape it off? If so, I would!

Sorry, can't manage an image. Is like a thin skin and does soften and peel in small amounts with the steamer but is very slow. Will try to line walls if there is no magic cure.

That still sounds like lincrusta glue..is it slightly translucent?
 
I took some off with a blowlamp and scraper, but have since been told that it contains lead so that was not a good move.
 
If it is Lincrusta glue no it isnt..ok if you have a good strong breeze blowing through and use a hot air stripper..otherwise give paint stripper a go on it..it may work
