Getting old paint off of plaster

I have stripped approx 4 layers of wallpaper in a bedroom with a steam stripper and got back to bare plaster in parts however there is still some very old paint on the wall.

The plan for the walls is to get them re skimmed, the ceiling is being over boarded and skimmed as is collapsed lath and plaster in places.

Do I need to get this old paint off and what’s the best way of doing it? Steaming it off and chipping away with a scraper is not effective
