Would it be safe to clamp down the washing machine pipe to change over to the newer machine?

I turned it until it could not turn anymore, plus water slightly leaked, when I fully turned anti-clockwise, the water from that pipe stopped leaking.

I have looked under the kitchen sink and right under the unit and nothing to turn off the water.

Unfortunately I turned this stopcock clockwise and also anti-clockwise and it made to difference to turning off the water.
