    How tall is it?

    Hilling potatoes

The pots look fine. Don't worry too much about earthing up as long as no pots are visible. I earth up twice over the growing season.

    Another raised bed question

I agree with #2. You will also need an awful lot of topsoil/compost to fill the bed.

It can be pruned over the winter months. I would take it out it's too big. Your neighbours will be grateful.

Brushed and Matt Lacquered engineered wood flooring

We have the same floor in all our rooms apart from the bathroom and kitchen. We love it. After some months you might appreciate the dullness. Shiny floors show up dirt and dust.

    Accelerating a Cold Compost Heap

I don't think you need to turn the compost every week. You can still put more compostable material on top of the card board. We add to the compost all the time with layers of card in between.

    Accelerating a Cold Compost Heap

You need patience with your compost heap. Of course on gardening programs they show you perfect compost done in no time. In real life it takes about a year to get good compost. Have you googled 'hot composting'?

Block of Flats Flat roof overlay

The freeholder has to provide several estimates. Have you got something like a tenants association/group? Speak to some of the others living in the building and try to have a meeting with the freeholder/maintenance company.
