    If you want to change pipework then do it properly and drain the system. Perish the thought that you go ahead with water in the system you're going to have to remove your finger from the end of the pipework in order to screw install valves and water is going to come out at a very fast rate...

    Do your bathroom cold taps connect to a pipe that runs to a cold water storage tank ? Have you re-opened all valves on this connecting pipe ? If its just this length from which no cold water is running yet other cold taps from the storage tank work then it sounds like you've got a blockage...

    Is the cistern securely fixed to the wall ? If it's a close-coupled one then there should be two screws at the back of the cistern near the top which should hold it against the wall. Are the pipes that feed the cistern secure or do they move also ?

    Have a word with your neighbours to see if they are also having problems. If so, then the work being done across from you may be having an impact on the supply from the mains. If they have been switching it on and off I would certainly expect your cold mains taps to splutter a fair bit caused...

    plumbing a shower

    If you're installing a standard electric shower then it can come from the tank or from the rising main. Though if you take it from the main I believe you need to install a non-return double-check valve to meet the water regs and stop dirty water siphoning back.

    noisy radiators

    Could be air in the pipes. Try closing down the valves on all the rads except one and keeping the heating on. Begin bleeding the only operating rad to let out any air that may be trapped in the system. Keeping one rad on should force the water flow through just this one and maybe any air also.
