1930's Mock Tudor facade - renovating

Please can I get some advice.
Scaffolding goes up today for new windows and roof repair, so I thought its a great time to clean up the front of the house.
Its render and timber - looks like its masonry paint and gloss, but its all peeling badly.

I was going to wire brush off the loose stuff (drill), exterior prime the wood and then just overcoat.

Couple of questions.

Can I do this now, or should I leave it to summer?
Whats the best paint to use? Cost doesn't really matter, rather have a good job that lasts than save £20 on paint.

Scaffolding is up, did you order the scaffolding or the builder?
If the Builder ordered the scaffold, it would be in his name, he is responsible and under his Insurance could refuse you access to it,

If you ordered it I would crack on , Pressure jet the walls to get rid of loose grime and dirt a coat of stabiliser over the Peeled masonry paint.
then a couple of coats masonry paint, ( I use Dulux Weathershield in this area)

Scaffolds up, and builder says go for it!
Some of the render is loose, so will need to pull it off and re-coat first.
