2 layers of lining paper?

We removed tho old wallpaper and went back to the plaster, unfortunately the walls are very rough looking. We then put 1000 grade lining paper vertically. Unfortunately work pressures have taken over and we can't finish decorating. A decorator is now taking over, he has suggested that another layer of lining paper be put up, so that it will be really smooth. Does this sound right ? How should he put the 2nd layer up, horizontally or vertically.

Sounds a bit bizarre! Never heard or done it myself, lining twice. If the surface is still not good after you applied the lining paper then lining again wont get rid of imperfections. Had bad is the surface after lining? Is it acceptable for yourselves?
 
Double lining it quite common..he should put the paper up in the opposite direction to the first..as a general rule if your are papering over you should cross line if its beiing painted it dont really matter

It is quite common, I have had to do it myself, but only on one wall.

I think it depends on the thickness of the original LP also.

Like Zampa says, if its being painted it shouldnt matter how you hang it, as long as the butt joins are away from the previous butt joins, and with LP its so easy to make sure this doesnt happen.
