Best not to but it is not unusual. Often happens with upstairs and downstairs are on separate supplies.
Good practise is to place a warning note inside the switch box and on the consumer unit reminding folk that both circuits must be switched off to provide isolation.
Given that it doesn't contravene the wiring regulations, but not having the lights on separate circuits arguably does, on what basis do they not like it?
