3-Port Valve problem

A really strange problem. I have just bought a house and the heating would only work with the hot water.

The valve, controller and thermostat all replaced, but the valve won't move to allow heating automatically when heating is selected on the controller. Plumber is suggesting poor wiring when installed and suggesting re-wiring.

Any other ideas what could be causing this?

Check you have 230v on the white, grey to valve when only ch selected and wall stat turned up.

and to add, reference this to the valves Blue wire
