3 questions: Boiler gauges; system pressure; water temp

1) I live in a brand new house with the boiler downstairs in the kitchen and the hot water tank upstairs on the second floor. There is a pressure gauge on this upstairs hot water tank. All internet searches I have tried talk about a boiler pressure gauge - is this the same thing even though it is not on the boiler but on the hot water tank?

2) Is it normal for the pressure on my hot water tank gauge to drop to zero bar when the central heating is turned off? When the heating is turned on it comes on straight away and behaves as expected and the gauge reads about 1 bar.

3) Sometimes, especially in the evenings, the hot water doesn't seem to be quite as hot as it should be. Why should the temperature I am getting from the hot taps vary in a brand new house?

Any help greatly appreciated!
