we've already said that one, and I quoted it verbatim from the regs book..
559.6.2.3 Groups of luminaires divided between the three line conductors of a three-phase system with only one common neutral conductor shall be provided with at least one device that simultaneously disconnects all line conductors.

To the OP, just a thought. Could you not replace the three 20A mcbs with three single module contactors and three switches to control them?
This would mean downrating the TP breaker in the DB but would give a single point of isolation and solve the functional switching problem.
 
BS7671 permits the use of BSEN60898 MCBs as funtional switches.

(P*ss poor design IMO, but it is allowed)
