7 bar static pressure

Recently had new taps on my bath, and when taking the panel off there was a prv under the bath, fitted to the cold feed not sure why it’s there as that’s the only one, but it was reading 7bar static, and around 2.5 with the tap running. i didn’t really believe this, thought it might be a faulty gauge but I used a pressure tester on the outside tap and that’s also reading 7 bar… this seems to high, don’t know how long it’s been like this for, should I get a prv fitted just above the stop cock downstairs? It’s a mains fed house. I’m not a plumber so haven’t got a clue really, got a plumber coming out Monday, just worried that in the mean time this is going to damage things.
 
Anything over 4bar dynamic can start to affect fittings and valves, increasing wear. I am slightly confused by the large difference between static and dynamic though, the only thing IME that would cause such a large swing in pressure would be restricted pipework.

7 Bar static could put undue stress on the system though for sure. Please ensure you fit a drop tight PRV to avoid creep.

Will they need to also fit an expansion vessel with the prv? Ive read that one should be fitted.
 
An EV or shock arrestor could be used if there is excessive water hammer but if you get the pressure down to a manageable level then a Mini EV probably wouldn't be needed.
