I'm looking for an A.I. face swapping app for pictures that once downloaded can be used offline. Any suggestions ? Thanks.

No software is like that now.

It's pay some subscription for the rest of your lifetime, download some subset of the software and have it update randomly without consent or explanation, install whatever updates the vendor deems appropriate and suitable for them.

To actually use it, whatever you wanted processing is sent to some distant servers in a country you don't want to get involved with which is where the actual software is installed.

If the vendor decides they can't be bothered to support that software any more, it will cease working. If those remote servers go away or access to them is blocked for any reason, it won't work. If you decide to not pay the monthly ransom any more, then not only will all access to the software end immediately, so will access to whatever you have created in it because you can guess where all of that was stored.

monthly ransom
"Monthly ransom"

LOL

So can make use of your services once, say by changing a CU for me, and then the next time I want a rewire it'll just be free, cos I already paid you once?

Subscribing to software is not unreasonable, especially if (as you point out) granting you access to the facilities it offers involves an ongoing cost (servers etc)

A consumer unit and a rewire are two separate and unrelated services.
Neither of them require ongoing monthly payments or connection to remote servers for basic functionality.

When that CU is installed or your house is rewired you can continue to use it for as long as you want. You pay for it once. No monthly subscription required.

The vast majority of those 'facilities' do not need to be remotely provided. They are done that way precisely so that it becomes compulsory to pay monthly for everything.

Ah, but unfortunately humans have proven themselves massively dishonest and frequently duplicate software that can run entirely on the local machine without paying for the subsequent copies. By instead installing it on servers and offering its output as a service that is subscribed to, the authoring company achieves a very effective piracy prevention; don't let your software out of your control

OK, what about an EICR. I need one of those on my rental every year like I need to need to knock out a word document for the church newsletter every month. If I pay you some sum of money one time, will you issue me EICRs ever more?

British Gas let me subscribe to them and they do me a gas cert every year and cover my boiler (damn thing has never broken down in all the 10 years I've had a policy) so subscriptions for services seem like a reasonable/palatable idea.. Can I subscribe to you and get my regular EICRs, other electrical calamities covered? I think it's acceptable from a business point of view..

Why not software?
