It certainly does - An earth tag on the banjo and the inner cores through a cleat or P-clip. Can't make out what that is they're going into top left though.

P.S. On a closer look, is that even a banjo on the earth or maybe just a few strands of the armor wrapped around between a couple of washers?

In a previous life, I've even seen jubilee clips with the earth lead trapped between the armour and the clip used as a termination.
 
I saw a similar thing last year, jubilee clips around the cable, of course it is not possible to get them to stay tight and they will damage the cable. It was on a load of fairly new lights for a football pitch, installed by a specialist pitch lighting company. The install was appalling from start to finish. The lamps ran on 415V and at every column the morons wired the two lights R-Y R-B so the red phase was being heavily overloaded. At the meter there was 154A being drawn from the red phase with the lights on, through a 100A cutout...

The Lucy street light cutouts use jubilee clips in a proper manner to attach the armourings to the brass tubes.
