No, it doesn't, it sounds more like a giant expansion vessel.

I do have to say I am surprised about the connection at the other end.
I am still waiting for the OP to momentarily depress the air valve and see if any water comes out.
If not, then to depressurise the water side and measure the air pressure.
If I were to bet then I would be betting on either no air pressure or a ruptured diaphragm but we must wait for the OP to confirm this.
On something as big and expensive as this I would expect a replacement diaphragm would be available.
I also wonder if they are specified for mounting on their side. I would not expect it would be the best orientation for the rubber inside.
