Adding a wc

Hello all, looking for some advice as I've been getting conflicting advice from tradespeople!

When I bought my current flat (1900s tenement) one little room was a shower room. The solicitors were on the case as the seller had to get a letter of comfort from the local authority because the room was originally a cloakroom with WC and washbasin.

I'm now looking to revert back to it being a wc, using the existing soil pipe and existing water supplies.

One tradesperson said that because it was using existing soil pipes and already had good ventilation (timer extractor fan), but another said it was so complicated from a LA point of view thy wouldn't carry out the work!

Equally he said that if I did go ahead it would only be a problem if I sold up?

.. any advice?
 
Also are there any other regards I should know about? Minimum room sizes? Clearance between WC and sink? I can't find references to them anywhere?

Also I don't think I need to worry about part m as I have another bathroom on the same floor which would be fully accessible?
 
I can't see what the LA will have to do with it if you are using the existing SVP and the room is mechanically ventilated.
 
As above, just stick the wc in and forget about it.
The original solicitors were obviously clueless.

Also the builder who's making excuses is surely just trying to say he's not interested in the job.
 
Google can find lists of building works that don't require a building warrant. (*)
Adding a WC in a flat does require as warrant, as far as I can tell.
I don't think that the fact that there was previously a WC there exempts you from having to apply. It may make it more likely to be approved, though. (Not that I think it would be likely to be refused in any case, assuming there is a proper bathroom somewhere else.)
