ADDING TOP UP INSULATION TO LOFT AND ADDING FOIL INSULATION

I need to know if it is better to add the foil insulation layer on top of the top up insulation layer I have added to my loft floor OR should I add the foil insulation to my loft ceiling after insulating loft ceiling????
Basically, foil over topup on loft floor
or
add foil to insulated loft ceiling???

You put the foil nearest the surface that is losing heat, stopping heat loss through radiation. It will also double as a vapour barrier. Therefore it will be plaster, foil, blanket
