Adjusting UPVC window

Hi guys,

I have a side opening UPVC window, that is catching on the frame on the lock side when closing. I am also getting a draft along the bottom edge when the window is locked, between the actual window and the frame.

I've attached photos of the problems and the hinges, can anyone advise how I can adjust this window to stop it catching, and get rid of the draft?

Excuse the dirt, I had muddy hands :D

Assuming the draft is on the bottom edge towards the hinge side your probably going to need a new set of hinges. The window can be adjusted over while fitting the new hinges as you need to adjust where they are screwed to the sash.
 
The draft is all the way along the bottom, not just on the hinge side. Would this still mean new hinges?

50/50 you may be able to save (for now) the current hinges by cleaning and lubricating them including a little dollop of grease in the corner tabs.
But as your going to need to take the sash out to adjust the hinges its probably worth just replacing them for the extra £10 they will cost.
