Advice for a decorating novice ....

Hi there
I bought a house from developers who have probably done everything on the cheap...including the decorating.
My walls seem to be covered in cheap silk paint that has started to peel in places, but seems nigh on impossible to remove easily in others...
How do I go about preparing these walls for repainting? I don't want to just go over the top with emulsion because of the areas already prone to peeling but it seems impossible to remove!
Any advice appreciated.

Rub down the loose stuff and paint again after sealing any bare plaster with a 50/50 paint/water mix or paper the walls with lining paper then paint over that maybe?
