Advice needed for a concrete base for a timber shed.

I'm planning to build a timber shed my maximum size would be 16' x 8' but I will be building over waste drains. I need to apply for permission from Welsh Water using a self certification process and am looking for information on how the base should be constructed.

Assuming the shed is 16' x 8' does the base need to be 17' x 9'?
What thickness for the base 4", 5" or 6"? Should it be deep at the perimeter?
Will it need steel reinforcement? If yes what should I be looking at?
Will I need a hardcore substrate?

Anything else I should be considering?
