Advice on floor insulation install

I have had building control come around and discuss my excavations but during this we spoke about the floor etc. I mentioned the insulation and he said it's up to me if I put the above the concrete slab or as the surveyor recommends below it. What is the benefit ? I would think if it's above it's the floor would be warmer in the room. Will this cause me issues later on.

It is all about the Thermal Mass.

If you put the insulation below the slab you will have a greater thermal mass than if you install it above.

More thermal mass equals slower heat up and slower cool down. If you visited your house once a week for 6 hours you wouldn't dream of putting it below as it would take too long to heat up etc but on the flip side, if you, or your wife was home 24/7 you would benefit from a more stable room/house temperature with the insulation laid below the slab.
