advice on garden fence/wall

hi there,
I'd like to improve the privacy in our back/side garden by putting in a 6ft wall or fence.
At present their is a small wall which is cracked\split due to frost action. You can see photos here (my garden in on the right):-

I was wondering what people would recommend for this? I was thinking of replacing this with wall consisting of a brick base and posts with fencing in between (sorry not sure what the correct term for this is called).
I appreciate any advice on this.

Pretty sure you will need planning permission for one that high, if it's at the front of your house. (which it looks like to me ? )! And next to a highway
