Advice on how to deal with water damaged wall, skim needed?

Was looking for advice on how to deal with this water damaged wall. Does it need to be skimmed before painting? If not can it be sanded then painted? Would I use Zinnster gaurdz or peal stop? Then miss coat then 2 coats?
Or do people think this is better left to a professional to achieve a perfect finish. I'm a keen DIYer but don't really enjoy painting or prep work.
And advice greatly appreciated.

Gardz is a sealer. You don't need to mistcoat Gardz.
Peelstop is a sealer that also glues lifting paint edges.
No need to mistcoat peelstop.
Think I would sand over with 120 grade paper. Then decide if it's solid or not.
Don't look bad to me.
Fill over with toupret powder.
Light sanding over filler.
Mistcoat.
Paint.

Probably don't need peelstop unless it starts lifting.
Probably don't need gardz either.

If you get any staining through the filler or mistcoat then you will need to apply a stain block like Zinsser BIN then emulsion over
 
Cheers mate, appreciate the response. Hopefully going to tackle it in the next couple of days so will post how i get on. Missus is thinking a darker colour. Anyone have any views on which paint is more forgiving for an amateur painter? Especially on this wall which is a high light area that you look down towards the bi-fold doors.

With the sand over with 120 grade, can I use an orbital sander, or is a pole with a flat bed sander better?
 
I use orbital linked to vacuum.
You can often bodge a DIY sander to a vacuum for less dust
