Advice on insulation under boarded loft

Hi all.

The joists in our loft are 9" x 3", with 150mm fibreglass insulation running between, and 150mm same running over - it certainly keeps the cold out of the rooms below.

We are planning to board the loft out soon, which will mean removing the layer of insulation running over the joists. I'm a bit reluctant to remove this layer, in case the cold can then penetrate the rooms below. Am I wrong in thinking this? will it not make much difference?

The joists do not need strengthening, but I'm wondering if a possible solution is to lay some battoning down that allows me to keep this second layer of insulation, and then board onto the the new battons.

Any thoughts or opinions will be appreciated

update: do I need to consider venting the underside of the new floor at all?
