Advice on noisy water since engineer changed heat exchange

Hi, would really appreciate some advice from those in the know please. We have J&S Warm Air Unit with Eljan water heater and a prismatic water cylinder. A few weeks ago we had the heat exchanger in the Eljan changed as the original one had broken. This is all working and the water is heating fine but there is now a strange noise when the water heating is on. It sounds like a loud howling wind type sound in the pipes rather than the heater itself. It seems to build up and die down but is very loud and can be heard upstairs a long way from the boiler. The engineer drained the water cylinder when fitting the new unit so I wonder if there could be air or something trapped in the system??? Many thanks for any advice ???

The engineer has been back once and made a change to a setting on the boiler but this made no difference. He is coming back again next week but I would like to know if this is safe?
