Ageing Stelrad Ideal W boiler on its way out ?

I have an old Stelrad Ideal W wall-mounted boiler that was installed in our house circa 1986 and controls both heating and hot water. Radiators are fed via micro-bore pipes through most of the house.

Recently the radiators on the first floor of the house have stopped getting warm at all (I've checked all the rads are turned on and bled all of them too). At the same time I've noticed that the hot water being produced is getting MUCH hotter than usual and I'm getting increasingly nervous about having such hot water and cold bedrooms !

Other symp[toms are that the pumps are VERY hot to the touch, is this normal ?

Any suggestions ?

i'd say its possibly diverter valve

Thanks for the suggestion. any idea where this is to be found/located ? in relation to the pumps etc ? within the boiler housing ?
