Air Bubbles Under Emulsion

Emulsion has not stuck very well.
I used to cut around and scrape off paint. Comes off easy.
Fill over smooth.
Sand.
Mix some emulsion with powder filler and roll over to give that orange peel look.
When dry emulsion over the wall.
Fingers crossed you don't get more bubbles. Distemper under that emulsion?
