Air Conditioning seems to be on continually - Ford Focus 03

I've a 2003 ford focus 1.6 and the air conditioning appears to be on continually although the light on the a/c button is off. Has anyone ever heard of this happening and how can this be resolved?

if you have the distribution knob set to windscreen it turns the air con on automatically.
