Air/Smell Coming Up Through Toilet When Empty?

Turned water supply off to the toilet today and drained the bowl so i could give it a good scrub. I noticed as soon as the water level in the bowl dropped to almost empty, wind and a bit of waste stench was now coming up and out of the toilet. If i put my hand in, i could feel a good breeze.

Is this normal or should I be investigating further?

As long as the toilet is function properly under normal conditions then I wouldn't be worried about it.

I mean, who puts there hand in the toilet anyways?

Normal, it's the reason for the water in the first place.
