The local Planning Drone tells me i need change of use from agricultural use to recreational use to mark of a lump of field into 300 sq yard strips and sub let it out as allotments

Anyone know anything about this ? How is allotments recreational ? Isnt is still agricultural?
 
They're talking out their rear whistles. Agriculture is not development. If you look up agriculture in the Town and Country Planning Act I think the description (definition) of agriculture also includes horticulture. Ergo horticulture is not development either.

Where you might have difficulty is in access, highways, parking, etc.
