boiler not firing on hot water only and radiators only heating upstairs when on central heating mode.

Possible diverter valve problem, or a mixture of problems. Hard to say without been there!

i think it is the diaphram because rod seems to be stuck when u turn on hot water tap. could the problem with the rads be the pump.
