Alpha cd28 no DHW, but CH instead...

hi,

I have problem with my alpha cd28

When I open tap with hot water boiler fire up, but Im getting just light warm water. Instead CH output pipe getting really hot :/ and after few min radiators get warm as well - with CH off - diverter valve passing hot water to CH.
I had diverter valve apart, and it seems OK.

Last night I changed diaphragm, but nothing have changed.

Any ideas if is worth to buy new whole diverter valve, or the problem can be with heat exchanger?
