An "ELB" for electrical work in a restaurent - wha

I was under the impression that, oddly unlike domestic electrical work (Part P and all that), commercial work has far less regulation. I have phoned the local authority building control and they do not seem to want to know. I would guess that commercial work comes under the more general (and perhaps onerous) control of the various Health and Safety and Electrical Acts. However a friend of a firend who runs a restaurent was saying that when they have to get any electrical work done they need an "ELB". I have no idea what one is, does anybody out there know?

Does he mean an EIC (Electrical installation certificate)??
Industrial/Commercial work does not necesseraly have less regulation, it is covered by the Electricity at Work Regulations.
 
mybe its Extra Large Bucket for the spark to be sick in when he sees the food prep?
