Here's what gets me about the council tax. People keep saying it needs reform, it's out of date date based on 1993 house prices.

It’s the low ceiling that offers the opportunity to raise the threshold and bring in more tax. Likely to be popular with re form voting Mancunians and the urban north generally. Especially if it is matched with removing/reducing stamp duty

Also with re valuing houses, I brought mine needing work done, I have also extended it twice. On all of that improvement I have paid VAT, and now will have to pay even more on a new value from when I brought it.

All you can make shareholders do is take their money out of the company, leaving the water or whatever company in a more difficult financial position.
