angled soil pipe vent

I believe a soil pipe vent valve should be installed 1 metre higher than the highest water waste on the 1st floor of a house....as is shown in the picture attached.

Is there any reason that pipe cannot be installed at 45 degrees between the roof joists as I've badly tried to illustrate. Does it have to be vertical and if so why please?

Any AAV needs to be a minimum of 1 metre above the spillover level of the highest appliance. No reason why you cant run dry pipework as per your picture, although personally, I'd break through the roof and terminate in an open vent if possible.
