The problem with that is you just create sink estates where the children who grow up there will be ****, may as well just send them to jail at 16 and save everyone time and money.

As JJ said above, councils indulge themselves in social engineering, presumably in the hope that forcing well-behaved people to live with yobs their exemplary morals and attitudes will rub off and make the yobs better people.

Unfortunately, it doesn't work like that. A similar idea has been applied in schools for many years now and, invariably, the badly-behaved children tend to influence the well-behaved to their detriment, rather than the other way around.
