Another Radiator Isssue

Had the small hall radiator replaced in summer time. Now the heating is on, its not getting as hot as it should. Both valve sides are too hot to touch, and the first couple of vertical bars are hot, the remainder of the radiator is lukewarm. Valves are fully open and pin is moving smoothly on the thermo side. Bled, but no air coming out, just water. Any ideas?

Turn off all other radiators and see if this one now gets hot.
 
OK = all radiators off and we have heat! - the radiator is too hot to touch.
Next question - how do I go about turning the other radiators on without screwing things up for the hall one? I mean what if I wanted all my other radiators at max - is that going to cause the same issue for the hall? I've done a bit of reading about balancing adjusting the lockshields etc, but without a thermal camera it seems a bit hit or miss - plus I have no idea the order of supply to each radiator. The boiler is the living room, with two rads, one in the hall, one each in both bedrooms and one each in bathroom and en-suite (single storey new build apartment).

Any further help appreciated.
 
Turn all the other lockshields off, then turn them on an 1/8th of a turn at a time while checking if they heat up. Once hot enough then leave them set at that position and check they all heat up as required. No thermal camera required.
