Any advice with this immersion?

I had hot water coming out of cold taps,

which clearly indicates that irrespective of what ever the heating system is the control system failed to prevent hot water over flowing into the cold water system.

It really does need a competent person to check and replace as necessary.

I agree, and will be calling a qualified plumber. However, I live in a rural area and there are not many plumbers around, so I was only wondering if it was safe to turn heating on whilst I wait for a plumber (which could be a few days), I live in N.Ireland and past few mornings have seen light snow and ice and apparently a wind storm coming Wednesday so just wanted to know if it was safe to turn heating on whilst waiting for a professional to fix immersion.
 
the fault you have is not common, but it fits the pattern of an electric immersion heater where both the thermostat and the safety cutout have failed.

It does not suggest that the oil boiler is the cause.

There are signs of a water leak in the head of the immerson heater which has contributed to the failure, and the thermostat itself has been adjusted beyond the recommended setting, tearing the seal.

it also looks like the thermostat might have been bypassed, creating a very dangerous situation.

As long as the electric immersion element is turned off, it's perfectly safe to use the oil fired ch to heat the hot water. Immersion thermostats do fail occasionally, and hot water overflowing and expanding into the cold water system/tank is quite normal in an overheat situation. That's the secondary function of the cold storage tank - to provide escape for overheated water and a supply of cooler water into the hot water cylinder to try to cool things.

No rush to get a plumber as you have hot water provided by your oil system. Be warned though that old immersions can sometimes be a bit of a struggle to remove from cylinders. Getting a plumber recommended by friends, family, work colleagues is always better than using sites like Checkatrade. Some chancers on these sites.
 
As above - if you poked your head into the loft you may well have seen some steam up there as the overheated water exhausted into the cold storage tank.
Leave the immersion heater well alone, and keep warm!
